It’s because it only damage the skin and the nerve endings but knife cut damage the tissue and severed the nerve endings which in return will only trigger nerve endings surrounding it and lower the incoming signal that makes pain

Paper restricts the movement/attraction of water while steel edges collect it in very miniscule amounts. Cutting the skin in the absence of water produces a burn in addition to the cut; a double-edged sword, so to speak. This is the reason you do not bleed after a paper cut. The wound has been cauterized.

As someone who has had both paper cuts and sliced my hand open below the thumb with a 10″ serrated knife I would take paper cuts any day.
