Paper restricts the movement/attraction of water while steel edges collect it in very miniscule amounts. Cutting the skin in the absence of water produces a burn in addition to the cut; a double-edged sword, so to speak. This is the reason you do not bleed after a paper cut. The wound has been cauterized.

As someone who has had both paper cuts and sliced my hand open below the thumb with a 10″ serrated knife I would take paper cuts any day. I can still feel the teeth of the knife going trough the muscle if I touch the scar, and this was nearly 20 years ago. It went deep enough that I nearly severed the tendon that controls the thumb.
