Ive trained people in HEMA.
The problem with a noob is their blows are unpredictable.
The plus side they look where they are going to hit.
They telegraph their moves.
They do not know about reach.
They have no idea about what part of the sword is best to cut with
They have no idea about personal protection.
Now weapons.
The katanas curve aids in edge alignment. Basically it is easier to cut with as the edge autocorrects.
The katana is a sharpned metal club. It has more weight behind the blade than say a longsword.
This means it is easier for a noob to use compared to a longsword.
A master would know this.
The master would probably go for the cloak and dagger aproach. Using their coat for the cloak part.
Ensnaring the blade with the coat or wrapping it round the offhand arm as a shield( the noob does not have cutting practice)
Once within the reach of the sword the noob has lost.
Winner master.
Now no coat or similar
There are aikido moves to use against a single bladed sword. For example , the blade is being aimed at your head and the blow is in a downward stroke. You step out of the way of the stroke pushing down on the back of the blade with one hand grabbing the hilt with the other. The stroke turns into an uppper cut with you holding the sword.
Unfortunatly the noob will probably go for a side to side slashing motion. In this case you have to wait until they have made one of these slashes step in so at worst you get hit with the weak of the blade and finish off your opponent . Or throw the pocket knife at their face. This will normaly get them to close their eyes and move the sword/hands up to block the projectile while you close the gap.
Once inside their reach you can use leverage to disarm them then you are a master with a sword against an unarmed noob.
The master will probably be injured but still win

The noob, likely. Such a weapon compared to a pocket knife is such a huge advantage it’s not even funny. It’s the same reason green farmer recruits back in the old days were armed with spears and still did well against elite mounted warriors. It’s the same reason why peasants with 2 weeks of crossbow training could fell knights who trained to fight since childhood. Same with how an average joe with a baseball bat is still highly threatening to a highly trained boxer or other martial artist. The weapon offers a comparatively enormous increase in range by virtue of length and lethality advantage by more effectively amplifying the user’s output of force. Consider it almost like a big increase in strength and reach. Being stupid and untrained but very physically strong and large still allows you to dominate more skilled opponents if your sheer strength advantage is big enough, and I think that advantage is present in this scenario. Skill can help bridge that gap between different levels of armaments or strength but it’s not a miracle workaround. You’re almost better off without the pocket knife (punching the guy to knock him out or cause him to be disarmed is better than poking a hole in him that won’t stop him immediately), depending on the knife you have.
Most pocket knives don’t have a blade greater than around 4 inches. How are you going to stop the opponent with something like that aside from cutting his dominant wrist so he can’t use his sword? A 2 inch little Swiss army knife? Forget about it, just pull out all the different tools and chuck it at the sword guy to make an opening to grapple him. You would need a serious contender like a 6 inch bowie to have the knife be an immediate threat. And that’s really stretching the “pocket knife” term.
The noob’s unpredictability is actually really bad for the master. You don’t know what he will do. Maybe he will thrust or cut or do some weird transition that’s typically really crappy. But since the forces involved in swinging a katana are pretty massive, each hit has the potential to end the fight right there or kill you afterward. Treat each blow as a lethal one. As such, unless you can guarantee not being touched, the odds are not good.
If you have ever fought with a sword or other melee weapon in any martial arts discipline, you would realize things happen very fast and just because you can see or even predict something doesn’t mean your body is able to react in time. The fights are rarely clean.
The katana naturally tends to align cuts for the wielder due to the way its weight is distributed so the noob doesn’t need to worry about that. He can basically use it as a sharp metal club that is virtually guaranteed to at least cut you down to the bone with each contact, which is as intuitive of a use as any even if it doesn’t bring out the full potential of the sword.
Assuming both guys have the same average or athletic build (I assume this is a question about pure skill), I’m putting my money on the noob.
A better question might involve giving the master a wakizashi and letting the noob keep his katana. Or give the noob a fighting knife and give the master brass knuckles. The skill difference there can help the master overcome the difference in armaments.
