Simply Answer its Derek Powers aka Bright and I like it for a few reason. A) He’s one of Tracy’s most recurring villians, hell he’s a main villian in this past few issues of the comic series. B) He was the one who had Terry’s dad killed. C) He was kinda untouchable for the longest time. D) He was really a good new arch nemesis for Bruce since Blight took over Wayne industries, and uses it for criminal activity. While Bruce and his parents used it to help people. Which I think having both of them have a arch nemesis was a smart idea. Anyway sorry for rumbling on, but I hope this helps
