Neither are good as cookware because the food will get burned in a stainless cookware and the cooked food from the copper cookware would be unsuitable for human consumption because of the copper leaching into the food so cooked.
The best cookware would be a combination of the two; a stainless steel inner vessel with a copper outer vessel; both physically bonded together with an inseperable metal bond.

My favorite would be a combination of copper and stainless with copper on the outside with high thermal conductivity to transfer heat evenly to the pot/pan.
The stainless steel inside has lower thermal conductivity and will hold heat longer than copper alone.
Copper and particularly its oxides will be reactive to some acid bearing foods, so a SS interior will remain cleaner, and be easier to clean . SS provides a harder surface , so it it is not as prone to erosion or wear with repeated contact of cooking implements.
There may be some cases where a sold copper pot is preferred do to its fast response to heat and controlling heat closely when a quick cool-down is preferred. Many chefs may prefer copper, but its likely there are others around to keep them shiny.
I am a big fan of induction cooking; an all copper pan will not work with an induction cook-top. A magnetic grade of SS or iron is required to trigger the induction circuit current in these cook-tops.
