97.5% of the time, it’s exactly the same thing.
Although in the UK, we will call it a Stanley knife more than box cutter or utility knife.
Some people do have a fixed blade that was once a kitchen knife (and some more modern people are using made for the job, fixed blade knives) they use for those odd jobs where you want an ultra sharp knife for. I’ve seen many older workers do this.
Some companies are coming out with fixed bladed utility/do-it-all knives… see on Amazon.
Here in the UK, we don’t generally refer to a utility knife or Stanley knife, as a box cutter. That’s something the younger generation are doing, cos it’s what they hear on USA TV shows…. One of my pet peeves.

Not sure who invented it first, but this type of knife I’ve only ever known it as a Stanley knife, I’ve not heard older ones call it anything but that. Most my age will call it that. As I said, it’s the younger generations that are calling it a box cutter or even a utility knife

Each one was designed for a specific purpose, it will generally do that job best.
Being cutting tools, both will cut different things, other than that which they were designed for.
