A sharp knife will obviously have a higher chance of injuring you. However, assuming the same dimensions (length and depth) of a cut, a dull knife will hurt more than a sharp knife.
A sharp edge will slice easily and cleanly, the wound will be quicker to stick, seal and heal itself. A dull knife has a ticker and more jagged, chipped edge and will cause much more tissue damage, it rips and tears more than slices.

Being an avid cook, I have cut myself countless times with both dull and sharp knives during my life. Dull knives do in fact hurt more. I most commonly cut myself while sharpening my knives and the edge is sometimes so fine I don’t feel the cut and don’t notice I got cut until I see the blood. I also once nearly chopped off my fingertip during fruit prep when I wasn’t paying attention, which was surprisingly painless because the knife was sharp. I just felt a cold jab, a little pain, and my fingertip was hanging. Lost a lot of blood. Because the cut was clean, I was able to superglue it back on along the edge of the wound and using the sliced fingernail to line up the edge of the cut. It was pretty much healed in three weeks but I have a little permanent numbness in the fingertip because the cut severed nerves. The cut hurt much more while healing because some of the nerve endings were growing back.

I always got cut by knives when I was a child. I would like to point out 2 facts:
A sharp knife cuts you deeper, obviously. (i.e. severity)
A dull knife has a higher opportunity to hurt you (i.e. incidence).

“Hurt” is an ambiguous term…
Assuming that by “hurt” you mean CAUSE PAIN: A dull knife.
A sharp knife will make a clean cut and, if it is sharp enough, you may not even feel the cut. A dull knife cut will stimulate a lot more nerve endings.
If by “hurt” you mean INFLICT INJURY: A sharp knife.
A sharp knife will cut deeper; may sever tendons, veins or arteries; and might cause enough bleeding for the wounded person to bleed to death.

It would have to depend on the “roughness” of the blade, and how deep you cut.
A “rough” blade (e.g. scissor blades) tend to make teeny-tiny tears in the skin rather than cut; so it could feel more painful whilst also giving a cut less-than-clean. note that a ‘dull’ blade can still cut – scissors are quite sharp but the blades themselves tend to have tiny bumps and points.
A “fine” blade (e.g. a knife) make cleaner cuts; thereby hurting less. The blade has less bumps and points so it won’t tear at the skin.
Also, the deeper you cut the more blood you will draw and the more painful it is (the pain practically still lasts .1 of a second)

Are the knives made of identical substances?
What EXACTLY is the nature of the “hurt”? Severed nerve endings? A stoppage of cholinesterase transfer due to anatomical damage?
If a human is being “hurt”, are the wounds identical? That’s virtually impossible. If you’re asking whether identical blows from different knives produce different results, you must refine your parameters.
