Steel is not normally classified by country of origin, but by composition. Unfortunately, knife makers are too polite to irritate buyers with technical details.
Both the USA (I think that’s what you mean) and Germany produce excellent knives. They also produce poor quality knives. So you can’t base your choice of knife primarily on country of origin.

There is no “best” knives nor there is a some rivalry between US and Germany. There are some excellent steels from all over the world i.e. Japan with their Seki City steels. There are some pantented steel in both countries f.e.: S30V from Crucible Powder Metalurgy which is one and only producer of this steel. In current times your concers should lay rather in specific knife model than manufacturer or country of orgin. Pick a knife you like, all other are just some mostly usless markings.

The “Best” knife,imho is made of mostly carbon steel. Others prefer stainless. I like carbon for its ease of sharpening but it takes more maintenance than stainless. It rusts if you don’t keep it oiled and will turn grey depending on what you cut . I don’t mind my blade being discolored because I actually carry a knife to use it nit show it off. Knives are a very personal thing. Brands are like sports teams; everybody has a favorite manufacturer and blade type. You might find you prefer Solingen to Benchmade knives. One from Germany and the other from America.To my knife brothers: the above is my opinion. I don’t expect everyone to agree with me. I’m a Patriots fan..
