If you can’t get your hands on a peeler, try a paring knife or any short bladed utility knife. Recently I’ve seen some peeling techniques where you make a shallow cut right in the middle of the potato straight around in a line then you boil the potato, and once it’s cool enough to handle, you’re supposed to be able to slip the skin right off. I’ve never personally tried it but it looks like it might work.

This really depends on your knife skills. I much prefer to use a “potato peeler” although a professional chef tried to teach me to use a paring knife I could never get the peels thin enough to not waste half the potato ;-). Currently I use a Kuhn-

You can use a paring knife, but I have found that takes quite a bit of the flesh too if you’re not real good at it. I would use a peeler if I were you. A lot of folks swear by a Y-shaped peeler, but I get along fine with a regular straight one.
