The secret is you are getting your information from non-reliable sources. There is great content on YouTube but you have to check the source. They get paid by click not by truth. Reputable media companies fire reporters that make up facts. They have a vested interest in keeping their reputation squeaky clean. Facebook, unfortunately is where many Americans now get news. It is the worst possible way to get it. Most “friend” those that think like them and “unfriend” those that don’t. Soon, all you hear reinforces your initial bias and it becomes fact to you. If you actually think they put children in boiling water in India, and there are others in your social media group, you need to expand your social circle. I didn’t bother to watch the clip. If you throw anything living in boiling water, it’s going to be dead. The clip was a fake. Many things can make bubbles in water. Think CocaCola. Not necessarily hot.

Notice how the water is not “boiling” under the flowers? Did you realise how small the area of “boiling” water is?
Hidden under the boy’s crotch is a small tank (gas cylinder) filled with CO2. It’s cooling capacity, as the gas exits through the slightly opened valve is appreciable. Those bubbles are cold, carbon-dioxide gas, not steam. You can be sure he will wait for his minder (the snazzily dressed gent in the yellow achkan and black vest, indicating where to place your offerings) to remove the few burning sticks before he puts his hands into the water to smoothly shut off the valve, allowing the “boiling” agitation to subside. Then, for modesty’s sake, he will be given a wrap or dhoti to tie around his waist, if he’s not already wearing one, reaching down to his shins. This hides the gas bottle which will hang vertically when he stands up, dangling from a chord around his waist.
These guys can make a living from this fakery. Often, it’s all they have.
The gas cylinder/bottle is of the type used for soda-making machines or paintball markers (“guns”). They get fitted with an attachment to the front that holds a captive screw that can be rotated to push the valve open, varying the flow as finely as required.
Here are some suitable tanks, from YouTube:

Not science so much as a good ol’ “magic trick” – it’s an illusion. You are not seeing what you THINK you are seeing. And if you think about it a little while, I’m sure you’ll figure out some ways that could be used to pull off exactly this effect. There are several clues in the video.

Adilang survived by catching fish and burning the parts of the floating hut, called a “rompong,” to make fire for cooking. To stave off thirst, Adilang relied on one of the few things he had: his shirt. According to Indonesia’s Consul General Mirza Nurhidayat, Adilang “drank by sipping water from his clothes that had been wetted by sea water.”
