It’s a very unusual looking knife, but I’ll just take a wild guess.
To me, it looks like a garnish knife, similar to the ones pictured below. It’s tough to see the picture, but the edges do not appear to be serrated and look like they were designed to make a zigzag shape. This suggests a back and forth motion (as is the natural motion with most knives) is not the intended purpose, but rather to be pressed down on something relatively soft like a fruit or vegetable (for decorative purposes).
It looks like a pretty inexpensive knife, in the absence of a full tang (i.e. blade does not run the entire length of the handle).
Just a guess, though.

My guess is that it is a Potato Peeler from Germany which is also used to cut nice wavy potato fries once you have peeled them with the top edge of the knife (which is not zigzaggy)
