I’m going to assume that you mean “maximum damage” in a confrontation with another human. If that’s not your intent, please re-phrase your question.
.
This is one of those “which knife should I buy?” questions that’s almost impossible to answer, because there are so many variables. Have you ever trained in the use of edged weaponry? Will this be an “EDC” knife? Or, are you getting ready for the beloved “Zombie Apocalypse”?
.
Never mind. I’m going to assume you don’t know a lot about weapons. So, here goes:
.
When I walk out of the house every day, I have three knives on me. One is a Spyderco “Police Model” flipper, in D2 steel. One is a Cold Steel Tanto Spike, hanging around my neck on a paracord “necklace”, with a break-away buckle. I can’t tell you the third, because I don’t want everybody knowing all my secrets.
.
When I have to pull a knife in a threat situation, I reach just under my shirt, and pull the Spike. You can’t buy the model I have, anymore. It’s simply a single piece of high-carbon steel, 8 inches long, machined from a single billet of steel, with some thin cord wrapped around the handle. It is a full 1/4 inch thick. The effect is basically the same as a thick, heavy, needle-pointed ice-pick. I made the necklace so the knife (hanging upside-down) comes into my hand with my thumb on the pommel. This is how you thrust with a knife that has no guard, without losing fingers.
.
I have practiced extensively with this knife. I can stab with it at a rate of 3–4 thrusts per second. So, If you give me three seconds (using one of them for the draw), I can stab something between 6 and 8 times. With the tanto point, great steel, and my own razor-edge sharpening method, this results in massive damage. One in each carotid, one in the abdominal aorta, and one in each femoral, and you have basically made a blood-fountain, with about a minute to live, but shocked out of consciousness.
.
Now, let us shift from a day at work, to a battle-front. In a pitched battle, I know for certain that the blade which produces the most damage is the Kukri. After many years of practice, I can make a Kukri sing for its supper. I own three: one in D2 steel from a company called “Zombie Tool”, and another in San-Mai steel, from Cold Steel. Both were absurdly expensive. The third is one I had custom made, as a bush-knife. In the field, I carry the bush-knife inside my pack, and either the Zombie Tool or Cold Steel model strapped tightly to my thigh, backwards, so that my hand falls naturally into the proper grip.
.
In trained hands, a Kukri is a buzz-saw. It is reasonably heavy, for the parry, and its shape is, in my opinion, the finest in the world for a fighting and field knife. It optimizes and multiplies the power of a man’s stroke. In fact, in eastern Asia, where the Kukri originated, they make a special ceremonial model. It’s sole purpose is to cut off the head of an OX. In ONE stroke. I’ve seen it done, and it’s just as impressive as it sounds.
.
If you get a good, clean strike against a man, just once, with a kukri, he’s deader than Julius Caesar. The best models have a textured rubber grip over a full tang, so the knife won’t slide out of your hand, when the claret’ begins to flow.
.
Also, the best models have a full tang, rather than the “rat-tail” tang of the official model. Stay away from rat-tails. They break.
.
In addition, you can use your “bush” Kukri to shop down trees, split firewood, and pound stakes for a shelter. The best of them are indestructible, in normal use.
.
One caveat: the Kukri is heavy. If you choose it, you must take advantage of the Powell Doctrine, and the principles of force explained in Aikido. If you’re truly interested, you can find those on Wikipedia, and a thousand other places.
.
Finally, you MUST keep any fighting-knife clean, oiled, and razor sharp. NEVER cut anything with it, other than a human. If you don’t know how to sharpen a Kukri, buy one of the 20 dollar “machete” models, watch some youtube videos, and practice.
.
While you’re at it, look up the history of Ghurka warriors. You will be fascinated with their connection to the Kukri!
.
Finally, as with ALL skills, you MUST practice. What saves your life in a fight is “muscle memory”, not any particular tool. Do you know how to acquire that?
.
Here’s a hint: it’s the same thing you must do to get to Carnegie Hall.
.
Best of luck, to you.

This question is a little moot. If its sharp enough to slice your jugular, or tough enough to go through your ribcage, maximum damage output has already been achieved.

Seen quite a few nasty looking test wounds from various knives. Sharp Blades’ Reaper is definitely a contender. A massive, hooked forward blade designed to chop through… everything you can see.
Nasty as heck underneath it.
But this is clean next to the M48 Cyclone, a terrifying monster with three edges on one blade, twisted into a spiral. I heard that a team of surgeons would struggle to close this lady’s work up.
But she’s a light weight next to a champion I brought up in an earlier answer. The heavy hitter meant for underwater, but will ruin a bear’s day with one stands, ladies and gentlemen, I present, the WASP knife!
Neat fact about the human body; one milliliter of air in your bloodstream will kill you instantly when it hits your heart. Now imagine enough CO2 to inflate a basketball stabbed into say, a watermelon. Well, the ants down below get a nice frozen picnic, but the biggest piece will go down easier than a grape. When I first heard about this one, I had nightmares about being stabbed with one. But holy crap I want one.

So knife. That rules out anything with a blade longer than 12″, because I rule anything longer than that a machete.
I will ignore cleavers, as those really aren’t knives.
“Maximum damage” I see as being inflicted with either a razor sharp edge with deep penetration, or a lot of weight behind a heavy swing.
So two options here:
1) Poignard- This is going to stab deep, and will hit major organs. The modern equivalent looks like this Fairbairn-Sykes knife. It just has to be skinny and pointy.
2) Bowie knife, Kukuri, or other chopping knife. Something heavy, and made for smashing as much as cutting.

Impossible to answer strength is not really a factor for knives as much as sharpness and the ability to hold an edge. Also see Mathew Hierons answer.

Thx4A2A-
generally speaking I’d say it’s not the tool it’s the craftsman.
In terms of raw numbers and especially what I’ve seen damage people I nominate the box/utility knife.
It can’t be an exaggeration for me to say I’ve cut myself with one at least 100 times.
I know hand surgeons hate electric knives; dad has a few drinks and the entire family gathering nerves, gets out the electric knife to carve the bird and the surgeon gets called away from his holiday dinner to reattach tendons and nerves.
