What do you mean by better? There are pros and cons to rotational throwing and the multiple no spin techniques.
It is easier to learn rotational throwing but the main disadvantage is that you need to throw from precise known distances for the number of spins you are throwing.
Instinctive throwing means you can throw from any distance (within range) but it takes much longer to learn the technique (if throwing no spin or instinctive half spin) or to develop the ability to control spin rates instinctively for instinctive rotational throwing (much rarer).
I am not sure about the point about power in another answer. Personally I can throw no spin and instinctive half spin with more power than rotational (assuming some accuracy and a good stick in the target). I use a Finnish grip and a Fedin-like whip arm motion.
I find the challenge of learning no spin more interesting than rotational, plus throwing from fixed distances annoys me. But you need to be willing to miss a lot of throws for a few weeks or months until you develop the skill.
You probably know this much already to have asked the question. Ultimately it’s about which you find more satisfying, which only you can answer.

In my opinion, no. They say that no spin knife throwing isn’t dependent of distance. But that is only true up to five meters, if even true at all. You always require technique. And as far as I understand from experience, even at five meters or less, spin is easier than no spin. Also, more powerful. Unless you have something on the end of the handle that will straighten the knife when you throw it so the harder you throw it the straighter it goes. But if its just average knife throwing, then no.

At close distances, say, inside of 15 feet, the no spin throw is better.
Beyond 15 feet, one can still make a knife stick when thrown with multiple half or full spins. But of course, one has to throw from known distances.
I have a better chance (no matter how slim) of hitting the target point first from an unknown distance beyond 20 feet if I throw the knife with multiple half or full spins. Personally, I will have no chance at all hitting the target point first with a knife thrown with no spin from the same unknown distance. In this case, slim is better than no chance at all.

There are too many variables to determine if one style is better than the other.
Spin throwing typically refers to conventional, which means needing to know exactly what distance you are at to decide if you’ll be throwing by the blade or by the handle.
No-Spin falls under the Instinctive throwing category and there are MANY styles to implement its effectiveness.
Youtube will have practitioners like TomTom, Olga Fedina, Lester Flor, Danny S Garcia, and Bimo of BIM knives, all throwing in no-spin and instinctive half-spin from multiple distances.
The important thing to clarify is: “better” in regards to what?
Penetration? Ease of throwing? Versatility? Freedom of movement? Looking like a ninja? Self-defense? Combat situations?
