Most artists who use pencils prefer knives (usually an X-acto knife) to sharpen their pencils as you can easily leave a very long section of graphite exposed for shading and such.
Most commercial sharpeners cut at too much of an angle and the point rapidly becomes useless.
Also, most all pencil artists keep a sanding pad handy for keeping a fine point on the pencil.

For everyday writing, there is absolutely no need to use a knife for sharpening a pencil; dedicated pencil sharpeners are readily available and even the zero-brand cheapies can do a passable job.
As has been mentioned in other answers, artists (both sketch and calligraphy) often prefer to use a knife to sharpen pencils, because it allows for a greater degree of precision in exactly the kind of point is desired for the job at hand, but this requires practice and knowledge of what the end product is supposed to be.
The only reason anyone who is not an artist (and/or trades/craftperson) might consider using a knife for sharpening a pencil is that a dedicated sharpener is not available and there is either no time or money to go to the nearest store to plunk down 50¢ for a sharpener or six.

I’m Gen X so I was in school before they became paranoid about knives. This was related to the gang scare in the late 1980s where the perception was that the Crips and Bloods were in every school.
Anyway, back in the early 1980s in 3rd Grade I did use a pocketknife to sharpen a pencil during a test. The classroom’s sharpener was broken, my pencil was broken, and I had to complete the test, and I had a pocketknife. I sharpened the pencil without making a show of it and completed my test. No one was stabbed.
If anyone is wondering why I did not have an extra pencil, there was a problem with theft of school supplies, especially pencils and erasers during my 2nd and 3rd Grade years. The school was in a small town, not a high crime area, so I assume that some kids just liked to steal these things.
In short, there is no objective reason not to sharpen pencils with knives if you don’t have access to a sharpener.
The only reason is to not scare the sheeple, especially if the sheeple can cause you to be punished for their paranoia.
I personally prefer pens unless I’m drawing.

I’m a carpenter I use a knife to sharpen my pencil about 10x a day depending on what I’m doing.
If you are a student……. No you should not use a knife to sharpen your pencil in school. Because schools have pencil sharpener in every class room. No need to have a knife on school property. I haven’t checked every local law in the country…… but I’d be willing to bet everything in my bank account that you can’t carry a knife into any school in America. ( its Wednesday, there won’t be nothing in by bank till Friday anyways)
