No you almost certainly miss understand UK law. You can carry a bladed tool if the knife is less than 3 inches long but it can’t for example be a folding knife like a Stanley type knife with an locking blade however short the blade is.

No. Firstly, you can own and carry virtually any knife (so long as it doesn’t fall into a specially proscribed category). Own a huge machete if you want. You just need a good reason to carry it on the occasion. A good reason for carrying it (eg. In your car) might be you’re on the way to some overgrown land that you own, and you need to cut down loads of brambles or whatever. So in that scenario, you could have your huge machete.
You can carry a folding, non-locking blade knife with a blade less than 3 inches without good reason . I assume this is where you get the Swiss Army knife reference from, as the popular models have small blades which don’t lock.

However even carrying a Swiss Army knife for the purpose of using it as a weapon for self-defense is illegal. Carry the same knife for utility purposes and it’s perfectly legal. Certain types of knives such as switchblades and balisong knives are prohibited weapons.

You can carry pretty much anything in Canada. I remember walking into a small city just off the Bruce trail with a small hatchet strapped to my pack.
