It depends on weather there is a silver hallmark on the item. If there is and it does not have epns, but a maker, Kings stamp, a finess stamp and year mark then it would be sterling silver

I’ve never come across a set of antique utensils that weren’t 100% silver (.995-.999 just so I don’t get called out). Those sets generally come with a custom case for storing & presentation which generally speaking gives it credibility to its authenticity. If it’s a newer set look for a .999/.995 stamp on the individual pieces or a sterling (str/strl etc). If it’s stamped it’s silver. But if your still not sure cut one of the pieces in half & it’ll be obvious.
