I don’t believe so. It has been a long while since I’ve seen the movie. However I do somewhat suspect the character is an homage to Dustin Hoffman’s Ratso Rizzo in Midnight Cowboy. Both characters are cripples who enjoy living in trashy conditions and cause problems for their cowboy co-star. Ratso is wearing a white jacket when he meets cowboy Joe Buck for the first time, and he actually looks a little like Forky. Woody is dressed in light brown similar to Joe Buck and images of Joe Buck carrying Ratzo Rizzo look very similar to the photos of Woody carrying Forky. Perhaps Disney animators either purposefully did this or subliminally did so during character development or it only just coincidentally seems that way.
