Also on a smooth piece of concrete.
Also on a rough piece of concrete. (Smooth works better)
You can sharpen a knife on damn near anything hard (no NOT that, that’s a different kind of hard).

Ceramic? Are we talking about dishes or honing material.
You can sharpen a knife on just about anything from a garden rock to a leather belt. Specifically there is a step process for knife sharpening. Rough stone, smoother stone, very smooth stone and leather strop. Shape the edge smooth the edge. Hone the edge. Finish the edge. In most normal usage you sharpen a newly dull knife on honing stone then strop it to razor sharp. If the knife has been hard used (nicks and slight rolls) you may need to totally begin from scratch.

Ceramic is generally much harder than most knife steels and has very small grain size. This makes it ideal for fine finishing a terminal edge. But what’s important to know about them is maintaining them. They get dirty fast and need to be cleaned often. Cleaning them improperly can ruin them. You don’t want to take sand paper to them for instance. This can actually change their surface texture which is not a good thing. The best way to clean them is with soapy water and a pink gum eraser. This will lift off the vast majority of metal deposited on the surface without damaging the rods.

I found that using a ceramic rod or bar is not so much a sharpener than a finishing off tool when sharpening a blade.
The amount of metal being removed is very little, and as such it takes forever to remove more metal from the edge.
So I end up using a water-stone, or oil-stone or such to do the most work, and when the knife is sharp, I use a ceramic to make the edges look neat, less rough, and to remove the burrs that maybe caused by the sharpening stones.
But, when all things are considered, it s a good idea to use a ceramic stone or sorts for the last bit of sharpening. (in my view anyway)

Contrary to prior answers, ceramic knives do need to be sharpened as they do get dull. It’s a common misconception with ceramic knives that they never need to be sharpened or (almost) never get dull. The main advantage that ceramic knives have over steel knives is that they don’t need to be sharpened as often.
