Probably not.
If the blade is alloy, no.
If the blade is inferior steel which has not been properly tempered through heat treatment, then no.
If the blade is actually tempered 440C steel which has already been partially ground to a dull edge, you might be able to sharpen it with a lot of work. If the edge has not been ground at all, don’t even bother wasting your time. It takes skill and experience to do a competent job at that, and the steel is unlikely to be of good quality.
I would recommend just leaving it as it is and using it as a trainer. You can obtain a Chinese balisong very cheaply from a number of sources which would be more functional than a reground trainer.
