Tyler’s answer is quite complete for making “scales”… The kind of handle made of two pieces of material (not necessarily wood) riveted or otherwise fastened to the tang of the knife…
But there are many types of handles or grips for knives.
A common type is the “stacked washer” type where leather (and other materials) are literally “stacked” on the tang of the knife and then held secure by a butt-piece that’s either threaded and held with a special screw or simply “peened” over with a hammer:
Or… A piece of solid material, like wood or antler, is bored through and held the same way:

the tang can simply be wrapped with material like leather strapping, wire, or paracord:
