As is often the case, I recommend the Spyderco Tri-Angle Sharpmaker. There’s a slot for scissors on the edge of the case, which I have used to sharpen many a pair of SAK scissors. Alternately, if you have a steady hand, you can use a ceramic rod to sharpen them freehand—use a Sharpie on the cutting edge to make sure you’ve got the angle right.

Depending on how dull they are you may be better off just getting a new SAK. Victorinox, which owns both brands now, is very obliging. If it’s the Victorinox scissors, with the fiddly little metal spring, by the time they get dull the spring is just about done anyway. Which is a shame, since I like the Victorinox much better than the Wengers. Wengers have better scissors though.
