I work in a cafeteria at a public high school in New Jersey, so I can answer this. We do have a chef’s knives. But the regular workers aren’t really allowed to use them. We have an actual trained chef who runs the kitchen and cooks all the food and we have a sous chef. They’re the only two people that use the big knives, usually to cut up fruit and vegetables.

Well, I am a school employee in Northern California… And I have been in our schools kitchen (though it is not part of my duties). I have indeed seen the Kitchen staff using actual knives. And yes, they were metal. If I were the ladies (and one part-time gentleman) who worked in our kitchen, and If I was told we would not be able to use knives to prep food, I would quit.
In fact, as the school IT guy, if I were told I could not carry my Leatherman multi-tool (which has a knife blade) I would quit… I use it every single day.

A school I attended had a culinary program where the some of the culinary students’ products were served in the cafeteria. All of them used metal knives that they owned and carried on campus every day, even though there was a technically a prohibition against carrying weapons on campus.
I observed that all of the regular cafeteria kitchen staff also used regular metal knives when preparing food. Those knives were supplied by the kitchen.
I also volunteered in a few elementary school cafeterias as a culinary student, and saw regular metal knives in use by the cafeteria workers.
This was all in schools in California.
