Yes, you can sharpen a Japanese knife with a regular sharpener. However, you need to keep in mind that they can’t do the job of a professional sharpener, but they can get you close enough.

In general, you can sharpen any Japanese knife with a set of stones. But you need to know what you are doing.
Your question really goes to the geometry of Japanese knives. There are several different edge geometries. Some of them are extremely specific and can be damaged pretty easily.
For example a Yanagiba usually has a hollow ground back face with no edge bevel and a front face that is more conventional with a single edge bevel. Sharpening these requires knowledge of the geometry. Frankly, I don’t consider myself qualified to sharpen blades like this, as I don’t have any experience with them.
Other Japanese style blades are simply symmetrical edge bevels on both sides and can be sharpened just as you would most western style knives.
Step one in all of this is to identify the blade style and understand the edge geometry.
