I don’t think so and I am not sure I would try something that was suppose to work. I just end up getting a new pan after it gets scratched up.

I dont believe it’s repairable but even if it was it wouldnt be cost effective to repair. I replace my frying pans about every four to five years (when their non stick ability lessens). I like the T-Fal 8 and 10 inch pans. They make a light gauge and heavier gauge pan. I like the heavier gauge with riveted (not screw on handle). They haven’t chipped and can handle a metal spatula without scratching. They tend to dome in the middle however. Use oil or butter on them and not spray oil and the finish will remain non-stick for years. I have had Calaphon and Analon non stick which were good but a lot more expensive than the T-Fal. The 10″ T-Fal costs about $40. If you see it much cheaper than that it is the lighter gauge product with screw on handle. The cheaper ironstone and copper brands work well but expect to toss them sooner. One more caveat, if your current Teflon pans are flaking stop using them.

No. Even the repair spray is nowhere near as durable and stable as the factory finish.
To repair the coating, it sort of has to be the same as re-lining copper cookware. You’d have to remove the old lining and put on a new lining. Except removing old teflon lining and applying a new one is much harder than re-tinning copper cookware and requires much more specialized equipment.
