  1. Sure, you can walk around with the knife, in your pocket, and not expose the blade for anything illegal.
People walk around New York City with illegally procured handguns all the time without being caught.
People walk around New York City with enough fentanyl to kill eleven blue whales without being caught.
The rule of thumb is that if a cop can lay the blade across his fingers without it crossing the fourth finger, it’s fine.
It could be problematic if you have other stuff on you that’s questionable.
I’ve made edit suggestions to your original question, “Can I walk with such a knife in New York and not be arrested or confiscated?” to instead ask, “Can I walk with such a knife in New York City and not be arrested or have the knife confiscated?”
The original question asks if you may be confiscated with such a knife. Confiscation regards the commandeering of property under authority.

  2. Sure. I have a Swiss Army knife on my key ring. Not against the law. I had to check it at the front desk the last time I was called for jury duty because some buildings—like court houses—don’t allow you to enter with a weapon. But I don’t recommend displaying a knife in any context other than peeling an orange or opening an envelope or some other purely functional context, let alone threatening or appearing to threaten someone with it.
