Anything can if it’s sharp enough. It would difficult to craft a sharp knife out of paper, but it could be done. Cardboard is essentially just harder, thicker paper, and I’ve seen people get some pretty unpleasant scrapes from jagged industrial-strength cardboard. So if someone were actually trying to make a cutting tool out of it, I imagine it would be possible to use it to kill someone. It also wouldn’t be a very effective knife though. It’d have to be a very carefully aimed strike because once paper is wet, it stops holding it’s shape effectively. You wouldn’t get a second shot.
