The size fuse you install shouldn’t exceed the nominal rating of the disconnect. It kind of works out. You’d be able to install 15, 20, 25, 30A fuses in a 30A disconnect, but any of those fuses would be physically too small to fit a 60A disconnect without some sort of fuse adapter.

You can certainly put a 30 amp disconnect in series with a 20 amp fuse. The fuse will always blow first. You will have a 20 amp protected circuit that you can open and close manually.

A disconnect is NOT necessarily a fuse unless it is a FUSED disconnect. 30 amp is the maximum rating of that particular switch, and the largest fuses (if applicable) that can be inserted would be 30 amps. You can put ANY lower current fuse within it though.
If the disconnect does NOT have fuses, typically, the lugs to hold the wiring are typically small enough to prevent LARGER current rated wire from being inserted.
