If they are taken care of then yes. I use a lot of wooden spoons and boards and have never had problems. Wood, just like polypropylene, boards will collect cuts over the years. Wood allegedly has antibiotic properties, but not seen any evidence on that in a kitchen setting.
Wooden spoons can get porous after a while so either throw them out or practice prevention. All my boards, spoons, rolling pins and spatulas get a regular oiling. I use walnut oil for this and make sure it is thoroughly rubbed in. This is effectively the same as treating your garden furniture. My oldest son has a peanut allergy, so I am always aware of contamination. Again, no evidence has come out to show contamination from treating wood. However, don’t cook with the oil if you have concerns.

I actually prefer wooden utensils, especially bamboo. They don’t melt or bend, and better ones don’t splinter. I was them by hand, they do not need the dishwasher, but bamboo can tolerate it if you forget

There is no problem using wooden cooking utensils as long as you wash them in hot water and soap after each use. I prefer poly cutting boards because I can just stick them in the dishwasher, but wooden ones work well until they become quite frayed and worn. Even then, if you have maintained them, you can just sand them down a bit, re-oil them and they are good as new.
I recommend using mineral oil, as it won’t go rancid over a long time. And please wash all wooden utensils by hand, not in a dishwasher.

In a professional environment, technically no, because of the good hygiene risks, but domestically, as long as they’re xorr dry cleaned and stored, there shouldn’t be any problems.
The temperature to effectively sterilise with hot water is 70 degrees C. I don’t know the conversion, but if you’re worried and like to use wooden utensils, soaking them in boiling water before washing when it’s a bearable temp should be more than sufficient.
