I would have to say consult your local laws and regulations. I say yes they are a knife because they have the ability to puncture. Fortunately here in Az the laws for knives are basically, you can carry whatever you wish, as you wish open or concealed it does not matter. The throwing knives are considered a fixed blade knife, but again, there are no restrictions against said item.
